Eligibility and key conditions
- Everyone who lives in Spain must register on the padrón of the municipality where they usually live; the padrón certificate is official proof of address (Ley 7/1985, arts. 15–16).
- Non-EU nationals without long-term residence must renew their padrón registration every 2 years, or it can be cancelled (Ley 7/1985, art. 16).
- The Social Security assigns each person a number for all their dealings with the system, as a worker or as a beneficiary (RD 84/1996, art. 21).
- Foreigners with legal, habitual residence who have no other compulsory cover can access public healthcare; the regional health service issues the health card (Ley 16/2003, art. 3).

- Passport, or TIE showing your NIE
- Rental contract or property deed for the padrón
- Form EX-15 (NIE) or EX-17 (TIE), as applicable
- Form TA.1 for the Social Security number
- Proof of legal residence for the health card
Timing
The TIE must be requested within one month of entry or of the permit being granted (RD 1155/2024, art. 209.1). Padrón registration of non-EU nationals without long-term residence is renewed every 2 years (Ley 7/1985, art. 16). Other steps depend on appointment availability.
What’s not included
- Government fees (tasas) and taxes, which are paid directly to the administration
- Any guarantee of the authority’s decision — no one can honestly give one
