Spain never offered citizenship by investment. Eligibility and key conditions
- The investor residence route (arts. 63–67 of Ley 14/2013) was repealed by Ley Orgánica 1/2025 with effect from 3 April 2025. No new applications are accepted.
- Applications filed before that date are decided under the rules in force when they were filed (Ley 14/2013, transitional provision 1).
- Investor visas and permits valid on that date stay valid for their term; renewals are decided under the rules in force when the first permit was granted (Ley 14/2013, transitional provision 2).
- The other Ley 14/2013 routes remain open — highly qualified professionals, entrepreneurs, researchers, intra-company transfers and international teleworkers.
