Can I form a company in Barcelona before I have a work authorisation?

Forming and owning a company is not the same as working in it. Ownership is generally open to non-residents; performing work or acting as a paid director is what needs authorisation, and in Catalonia that comes from the Generalitat. Order the two steps deliberately — doing them in the wrong sequence is the classic Barcelona founder mistake.

Does the company need to be registered in Catalan?

No. Incorporation documents are valid in Spanish and the Registro Mercantil accepts them. Catalan appears in regional correspondence and in some grant and licensing processes, which is a translation question rather than an incorporation one.
