On top of that, the Barcelona office is the busiest in the country, so appointment availability, not document preparation, is usually what sets the timeline. Catalan appears on regional correspondence, and a document issued in Catalan sometimes has to be translated before it can join a state-level file.

Which body do I apply to in Barcelona — the Generalitat or the state?
It depends on what you are asking for. An initial work authorisation, employed or self-employed, goes to the Generalitat. Residence permits, renewals, TIE and family reunification remain with the central Oficina de Extranjería. Many cases touch both, which is the single most common reason a Barcelona file stalls.
Do I need to speak Catalan for any of this?
No. You have the right to be dealt with in Spanish throughout. What Catalan does affect is documents: regional certificates are often issued in Catalan, and when one has to be submitted to a state body a translation may be required.
